While someone might argue that having city elections on an off election year impacted the miniscule 9% city council election turnout in Salisbury, the larger factor was that the non incumbents had little name recognition and almost no time to develop any. Persons, living outside the historic district and the country club area, saw no one who championed their causes. Many of those non voters disliked the city government and the steadily rising utilities, but they had nowhere to go.

People got brief sound bytes from the Post from the debates which really can control how the candidates were seen. Also the venues chosen for the debates heavily favored the incumbents. Like before the Historic Preservation people and the NAACP. Kersey was slammed by the moderator at the last mentioned one. Try to run and get name recognition in 30 days time as a newcomer while for two entire years the city council people show up in puff pieces in the Post regularly and are frequently on the public access channel. Elections are NOT run like this in other towns. Great way to control an outcome.

Salisbury's Great Excluded appears to be getting a lot of play in Facebook wall postings. People connected with the old guard in the city are flipping out and denying their culpability in Salisbury's governmental mess. Typically they resort to stupid crap like calling Steve a naysayer when he has indeed offered many solutions for the piss poor government there who has most of the county pissed off and the annexed people seething. To be expected. Of course downtown crowd are entranced by Salisbury's cultic publicity machine. The plan is to set them free.

On the money. So many people don't see what is going on. Luckily a few do and the word is spreading over the digital playing field.

No doubt about it. The strong pattern is to block others outside of the regular system. No wonder many did not come out to vote. They never had a voice of mobilization before. Love to see what would happen if voting was held during big election periods.
