Main Street stoplights

Has anyone noticed anything odd about the Main Street stoplights through the downtown area? They used to switch to blink mode at midnight except for the one at the square. First the South Main lights stopped switching, then the North Main lights followed. Also, all of the lights appear to have lost their synchronization. Was this done by intent or incompetency?
